More than 20 years ago, the first warning voices pointed to the rising pension costs of the public service and called for sustainable financing of civil servant pensions. Since then, there have been numerous reform laws that have cut pension benefits and partially involved active civil servants in financing the increasing costs of pensions. However, whether a long-term reliable, viable, and intergenerationally fair solution for this retirement security system has been found remains disputed. The authors calculate future payment obligations in this volume in light of increasing life expectancy and analyze the impacts of recent cuts to the pension level based on model life courses. They conclude that the financial burdens are higher than stated in official announcements.
