An energy foreign policy for the European Union has been increasingly demanded in recent years. However, empirically, a distinct European policy has not developed to the extent that both the official calls to "speak with one voice" in energy foreign policy and the geopolitical necessity would suggest. The author examines the reasons for this and to what extent energy foreign policy can actually function in the current status quo. Based on her detailed analysis, she provides recommendations for political actors to ensure the success of such policies. The intensive engagement with primary sources and numerous interviews with decision-makers offer deep insights into the decision-making processes in Brussels and make European energy foreign policy more transparent.
