In the British colony of Gibraltar, a top-secret anti-terror operation is underway: an Islamist arms dealer is to be kidnapped. The masterminds behind the operation are Fergus Quinn, a high-ranking government official, and Jay Crispin, the head of an international security firm. Toby Bell, an employee of Quinn, stumbles upon the covert action. Something is amiss, and a cover-up is in play. His investigations lead him into a dangerous situation.
