The expansion of the European power grid is a key issue for the success of the energy transition. Since 2006, electricity cable connections between Germany and Norway have been planned to cushion the short-term surpluses or shortages resulting from the sometimes volatile electricity production of renewable energies, thereby supporting the expansion of renewables. However, none of the transmission cables have been realized so far. In this context, Sabine Reichert examines the guiding conditions of the actors involved in the process, which have so far had a restrictive impact on the implementation of the projects. She analyzes current data that has not been publicly accessible until now.
