Moving the peoples of the Islamic world to revolt against British colonial rule was part of the war strategy developed by the political and military leadership of the German Empire during the July Crisis of 1914. This strategy was based on the knowledge of developments in the Ottoman Empire that Max Freiherr von Oppenheim, the son of a banker from Cologne and an expert on the Orient, had acquired. The efforts of German military personnel, diplomats, and civilians assigned to military service to implement this strategy on the Eastern front are discussed in this context.
