"Think ahead, move forward" was the motto of the first international conference organized by the Institute for Continuing Education and Administrative Modernization of the University of Applied Sciences for Public Administration, Police, and Legal Services, held from April 23 to 25, 2008. The conference proceedings now available summarize the presentations of speakers who traveled from six European countries, highlighting the multifaceted nature of the topic and demonstrating that modern administration benefits from engaging more deeply, or at worst, at all, with entrepreneurial thinking and action. This is crucial because public administration continues to operate more reactively than proactively, due to a narrow internal focus and educational structures that overlook important aspects of social life. A critical examination of this issue is necessary.
