Personnel management is the key term when discussing internal cost optimization with entrepreneurs. Franchisees are regarded as legally and economically independent entrepreneurs based on objective aspects. However, when looking at franchise systems subjectively in relation to their original reasons for establishment, franchisees are legally and economically bound to the franchisors due to their franchise agreements. In 2008, HRM ranked among the lowest on a statistical table of services taken over by the central system. HRM can represent an important strategic competitive factor. To improve the strategic position of a franchise business, it is essential for every franchise concept to establish a framework regarding the distribution of tasks in HRM. Franchising with standardized concepts is ideally suited to bridge personnel shortages through a personnel pool. A personnel pool can strengthen the system and promote a win-win situation in franchise cooperation.
