The comparative study examines the relationships of the distribution and redistribution of state revenues to municipalities in Germany and Vietnam. It highlights the similarities and differences between the two systems of municipal financial equalization, as well as the advantages and disadvantages of each system, particularly the Vietnamese municipal financial equalization system. The investigation clarifies how the disadvantages of the current Vietnamese distribution and equalization system can be corrected and which advantages of the German model of municipal financial equalization can be transferred to Vietnam.
