The publication addresses one of the key issues of administrative modernization at the federal level. The reform philosophy of the new steering has so far largely stalled before the federal ministerial administration. Whether and to what extent the model of new steering and New Public Management is compatible with the principle of ministerial responsibility according to the Basic Law has not been examined until now. The author affirms the constitutional compatibility and discusses constitutional policy as well as cultural challenges of implementation.
