The study deals with the safeguard mechanism in international trade law. It systematically critiques the safeguard clauses in WTO, EU, and ASEAN law to examine the enforceability of GATT safeguard clauses, compare the regional safeguard clauses under EU and ASEAN law, and assess their GATT/WTO compliance. Against the backdrop of the tension with the liberalization of trade in goods, the reform of the existing WTO safeguard clauses is discussed.
