Education costs money. Within the UN system, six institutions that are also involved with education are examined. Klaus Hüfner analyzes problems that have arisen in education financing since the 1960s. The focus is consistently on the role of UNESCO, the UN organization for education, science, and culture. Additionally, the UN Development Programme, the World Children's Fund, the UN Relief and Works Agency for Palestine Refugees in the Near East, and the World Food Programme are investigated. The education investment policy of the World Bank is also thoroughly considered. The analyses are differentiated by regions and education sectors. The conclusion includes a comparison of the nominal and real development of education financing of the UN organizations.
