The imposition of the state of emergency, which practically applied to Hamburg in the first week of July 2017, came into effect without explanation. The G20 summit in Hamburg was not only set up like a dry emergency exercise - one could see the psycho-economic forces with which an activated police state would operate: a ghost town, where the police shifted their forces without citizens. The days of the summit in July 2017 were scandalous in many ways, starting with the size of the security zones that were to be established and the reassurances from politicians that were completely disproportionate. To paralyze Hamburg extensively for almost a week, to continuously shift columns of police vehicles on the empty streets, occasionally interspersed with state cars, while tolerating almost no one else there.
