In this book, Léonie Jana Wagner asks what it means for the design, implementation, and evaluation of development policy when human rights are considered its foundation. She demonstrates, drawing on the concept of extraterritorial state obligations, that a mandate can be derived from the fundamental human rights documents to shape development cooperation based on human rights. However, human rights approaches have only recently served as an official guideline for various donors. The example of UNDP and German development policy reveals that their implementation remains partial. In addition to "technical" implementation difficulties, this also points to deeper normative conflicts.
