In this book, Robert Peper introduces network analysis as a method for examining cultural policy power structures and explores the question of who shapes the cultural landscape in the metropolis. The focus of this cultural sociological analysis is on the investigation of relations, that is, human relationships. To this end, the author interviewed numerous Hamburg politicians, administrative officials, museum professionals, and representatives of civil society in the years 2012 and 2013. This allowed him to reveal the communication and conflict structures that both accelerated and hindered the development of Hamburg's museum structures.
