Fabian Kiehlmann examines the management of clusters and regional networks in the trinational metropolitan region of Upper Rhine, particularly focusing on the membership structure and organization of the initiatives. The author contacts all relevant individuals of the initiatives through an online questionnaire to gather information about the fulfillment of quality standards, and complements the survey with qualitative expert interviews. He demonstrates that, contrary to expectations, several quality standards are already being met, and that cross-border cluster and network initiatives pose special demands on management.
