It's summer in East Frisia. A group of seven men embarks on a rowing tour, but the outing comes to a sudden end when two shots are fired at one of the boats. One rower is grazed, while another narrowly escapes. Chief Inspector Tanja Itzenga and her colleague Ulfert Ulferts begin their investigation. It is only when shots are fired again, this time in the port city of Emden, that the detectives discover the motives of the perpetrator lie deep in the past.
