Norbert Basler, the head of personnel at a bank, is found dead in his villa in Kaiserslautern. A gunshot to the lower back cost him his life. Shortly thereafter, two more dead HR personnel are discovered, both murdered in the same manner. During his investigations, Commissioner Tannenberg encounters a wall of silence. It is only after a discussion about the women's quota that he gets an idea: Could the series of murders of influential men possibly serve the morbid goal of promoting women?.
