Europe has recently been plagued by devastating floods. Against this backdrop, flood law has evolved significantly in recent years. A particularly important recent development is Directive 2007/60/EC ("Floods Directive"), which was implemented into German law with the WHG amendment in 2009. The Floods Directive differs in various respects from the established German flood law. This paper examines the individual aspects of the new flood law in the WHG as well as the interplay between these European and nationally shaped components, and discusses how the systematics of flood law now appears following this profound amendment.
