In the summer of 1919, more and more war returnees flood into the Polish metropolis of Lodz, which is shaken by workers' protests, including the impoverished Gabriel Dan, who takes up residence on the 7th floor of the giant Savoy Hotel. Up here, the destitute reside, while below, the wealthy enjoy themselves in the luxurious hotel halls with nude dance performances, gambling, and alcohol-fueled revelries. The situation increasingly escalates, and all hopes are pinned on the arrival of an ominous American billionaire. When he finally arrives, it is already too late: a popular uprising breaks out, revolutionaries occupy the Savoy, and eventually, the hotel catches fire.
