Large territorial states often organize themselves federally. However, the pseudo-federal tradition of the USSR did not provide the Russian Federation with favorable starting conditions. Its development before and after 1993 led to a coexistence of contradictory provisions at the central level and in the so-called federal subjects (constituent states). Legal norms in the Russian Federation reflect current power constellations even more frequently than in other states and are unstable. Furthermore, the partial independence of the federal subjects in legal reality, in light of authoritarian regional regimes, leads to an increase in legal uncertainty. The recent strengthening of centripetal tendencies has resulted in less, rather than more, rule of law. To the extent that constitutional reality can only be represented through informal processes, it develops accordingly.
