Problems caused by motorized individual transport (MIV) are diverse and complex: traffic jams, accidents, urban sprawl, and pollution of air, soil, and water, to name just a few. Politics and planning must strive to mitigate these impacts through targeted measures. One possibility is the introduction of a city toll. Historically levied primarily to finance infrastructure, the steering effect of this instrument is currently coming to the forefront of interest. Singapore, London, and Stockholm are successful examples. But are such systems easily transferable? Associations, interest groups, politicians, and citizens are divided in their opinions and are engaged in a heated debate about the introduction of city toll systems in Germany. This clearly demonstrates the need to examine their effectiveness and efficiency.
