The new control model for municipalities not only requires an organizational restructuring but also an adaptation of accounting in the form of double-entry bookkeeping. This accounting model for public administrations is specifically tailored to the needs of municipalities and requires a technically innovative representation. While numerous companies already offer IT solutions for traditional commercial accounting, these cannot be easily applied to municipalities. Distinguishing features such as the absence of profit orientation or the regulations of public budget law that differ from the HGB are crucial points for the development of software that meets the requirements of a municipality. The company SAP offers such an IT system. The individual modules are presented in this paper along with the key aspects of double-entry bookkeeping.
