The present study deals with the process of administrative reforms. It explores the question of which factors are significant for the successful design of innovation processes in public administration. The expert Delphi method was chosen for addressing the research topic. The Delphi method is a systematic and multi-stage procedure for investigating long-term and complex problems. It consists of a written survey of experts from various fields, structured into several rounds. The opinions and suggestions of the experts were anonymized and aggregated into a total of nine areas of tension. These address the following aspects of innovation processes: size of the reform, timeframe and timing, role of external experts, process management, success and benefits, participant group, and concerns of those affected.
