The author examines the (inter-)administrative regulatory structures for the provision of conditional IMF/ESM financial assistance, primarily using the example of crisis intervention in Greece. The focus is on the administrative process of designing the restructuring concepts (conditionality) by the IMF/ESM administrative levels, which operate independently and in a broader context with the program countries. Due to only minimal primary legal programming, the design and monitoring of the adjustment programs are significantly determined by action standards derived from administrative practice. The development of general, uniformly and systematically applied fundamental principles of restructuring administration, that is, a law of administrative conditionality for the allocation of IMF/ESM stabilization assistance, can provide a framework for governance and control.
