International capital flows have a significant impact on the development of all countries, but especially countries with transitional and developing economies or non-stationary economic systems rely on them. At the same time, its influence on the economy is not straightforward; under certain conditions, foreign capital can provide a boost or significantly undermine the level of economic security and slow down the country's development. Based on the analysis of investment processes that took place in the countries of Central and Eastern Europe during their transitional development period, the author has developed a system of fundamental principles and mathematical tools for the formation of a national investment strategy. Much attention is given to the mathematical modeling of investment processes.
