Immigration to Germany has reached a new dimension since the border opening in September 2015. Predominantly Muslim migrants from collapsing states are arriving as "new Germans" into the society of those who have been living here longer. The political response has been filled with rhetoric and slogans—from a culture of welcome to "We can do it" to "Combating the causes of flight"—but there is neither a coherent concept for dealing with the influx of refugees nor for genuine integration of the newcomers. Bassam Tibi, himself a Syrian migrant, analyzes the facts in a knowledgeable and objective manner. He points out that integration is something different from merely showcasing a love for strangers, which is associated with accommodation, financial support, and language courses. Integration primarily requires the offer of an inclusive citizen identity from the host country.
