Ugly, backward, full of beggars and "clergymen" - the judgments of travel writers in the 18th century about the imperial city of Cologne were devastating. This first comprehensive portrayal of the city's history during the Age of Enlightenment presents a more nuanced picture of that tumultuous time. Cologne still held significant importance as an economic center, transportation hub, and news exchange point. However, the establishment of innovative industries was very limited, and the growing poverty posed socio-political challenges for the city. Enlightened thinking and reform efforts could not prevail against the prevailing traditionalist mentalities and structures; even protest movements were an expression of Cologne's conservatism. Additionally, the city had to defend itself against external threats such as the flood of 1784 or its western neighbors: French troops used Cologne as a logistical hub during the Seven Years' War and ended the long phase of imperial city freedom with their invasion in 1794.
