In 2016, the German legislator fundamentally reformed German procurement law based on the EU procurement directives 2014/23/EU, 2014/24/EU, and 2014/25/EU. In implementing the new directive on concession awards 2014/23/EU, the federal government adopted a new regulation for concessions. The regulation particularly includes the following provisions: scope of the regulation, announcement of concession awards, determination of participation and bidding deadlines, assessment of company suitability, and selection of the most economically advantageous offer, as well as requirements for communication (e-procurement).
