History teaches us that only cultural achievements can stand before it. Culture is, first of all, the general expression of our feeling for and to each other. It has many manifestations. Technical achievements are just as much cultural achievements as the safeguarding of our living space and the preservation and expansion of our artistic potential. Economic progress, on the other hand, is only a phenomenon of the time. It is easily perishable. Sigmund Graff said: "Progress tells us what man is capable of, culture what he is worthy of. Culture is internal progress, progress external culture." Economic progress, however, must remain a helpful lever for the achievements of culture. We must be aware of our responsibility to ensure that a society supported by a market economy is not exhausted in earning money, and that it does not become a society in which culture is the only source of income.
