The security philosophy of European state protection agencies postulates a permanent state of threat. Operationally, it responds with widespread surveillance, the creation of comprehensive movement profiles, and the collection of countless personal data—whether consumer behavior, telephone traffic, or internet usage. This total surveillance is complemented by a continuous militarization of the police, where the boundary between it and the traditional military has long since become fluid. Any form of deviant—meaning resistant—behavior is to be recognized and preemptively suppressed. If we do not resist this development, we will soon find ourselves in a totalitarian European security state.
