Since the initial commentary on the State Higher Education Act, the University Hospital Act, and the Act on the Karlsruhe Institute of Technology (KIT Act), a comprehensive representation of higher education law in Baden-Württemberg that meets practical needs has been available. The extensively revised third edition of the commentary places particular emphasis on the decision of the Constitutional Court of Baden-Württemberg from November 2016 and, accordingly, on the law for the further development of higher education law from March 2018. Additionally, the Fourth Amendment to the Higher Education Act, passed in December 2020, has been thoroughly incorporated. Key topics include improvements in equality and the pursuit of anti-discrimination, measures to avoid value-added tax in cooperation agreements between universities, requirements for structural and development planning, regulations for digital committee meetings and examinations, adjustments to the General Data Protection Regulation, the new version of the regulations on the recognition of non-state universities, and cooperation opportunities between state and non-state universities. The fundamentally revised KIT Act has also been taken into account. Thus, the third edition contains a commentary on the higher education legislation in Baden-Württemberg that is up to date. With the help of the synopsis of higher education laws from other federal states regarding individual provisions, the commentaries can also be used for the interpretation of the higher education laws of other federal states.
