The now third edition of this study book presents the Saarland state law in a clear format and is up to date: The constitutional law section has incorporated the latest constitutional amendments, particularly the new regulations on popular legislation, the establishment of the "5% threshold" for state elections, and the principle of municipal finance law connectivity. Additionally, the changes to the rules of procedure of the state parliament and the state parliament law have been taken into account. The fundamental rights section has been expanded to include references to the European Convention on Human Rights (ECHR) and the EU Charter of Fundamental Rights. In the administrative law section, the refugee immigration of recent years is reflected in the section on the State Administrative Office as the central immigration authority. Current developments in the field of data protection were also addressed.
