Abstract: This paper explains the specific challenges of lateral leadership and presents approaches to overcoming them. Modernization and development processes are increasing in public administrations. Such processes are often handled in project groups. Bodies of public administrations - for example, municipal councils or district assemblies, as well as their committees, but also university bodies, staff councils, association commissions, etc. - are collective entities with formal leadership. These leadership positions are generally relatively weak, so leaders often struggle to assert their interests and views.
