In the present study, Niklas Luhmann predicted in 1966 the revolutionization of the structure of administration through automation. What is now an integral part of everyday public administration was then received by the specialized press as a bold assertion. Nevertheless, over 30 years ago, some reviewers - such as Adalbert Podlech - recognized the significance of Luhmann's study: "The work ... starts from the current state of legal questions regarding automation, and then in the chapters 'Administration as a System of Decision-Making and the Function of Public Law' and 'Conditional Programming of Legal and Automated Decision Processes' provides a solid theoretical foundation for the practical questions at hand. These chapters, given the new perspectives introduced by automation, are crucial.".
