With this book, we aim not only to honor this underestimated chapter of German parliamentary history. We also want to remind the public that the fulfillment of the mandate established through the elections for the achievement of German unity occurred democratically, meaning in the midst of conflicting interests and beliefs. To state this is to say: At that time, neither the blind force of history nor the extraordinary will of a famous individual was solely at play, even though the multitude of compelling circumstances pressing for unification in that final phase of the GDR restricted the scope for decisions from month to month and ultimately from week to week. The debates and disputes of that last period of the People's Chamber were perhaps not always commensurate with the significance of the decisions, given the pressure of time. The extensive legislative work required a high degree of commitment and sense of responsibility from the representatives. The awareness of regulations that affected the living conditions of the population down to the smallest details also meant that the work was rarely carried out in a routine manner and often required cross-party coordination. In retrospect, interest should also be directed towards arguments and questions that anticipated the problems that the later and still unfinished unification process would bring. For this reason, it is worthwhile to pay renewed attention to that phase of the unification process from today's perspective. Only a very limited time frame was available for the preparation and production of this book.
