A specter is haunting Europe - the specter of communism. All the powers of old Europe have united in a holy hunt against this specter: the Pope and the Tsar, Metternich and Guizot, French radicals and German police. Where is the opposition party that has not been branded as communist by its ruling opponents? Where is the opposition party that has not hurled the damning accusation of communism back at both its more advanced opposition members and its reactionary foes? Two things emerge from this fact. Communism is already recognized by all European powers as a force. It is high time for communists to openly present their views, their goals, and their tendencies to the whole world and to counter the tale of the specter of communism with a manifesto of the party itself.
