The state is defined by John Locke as an institution whose sole purpose is to protect the lives, property, and freedoms of its citizens. The actions of citizens—especially regarding matters of faith—are worthy of protection as long as they do not contradict this purpose. Therefore, the demand for tolerance towards the state is based on a right to freedom, which also opposes the idea of a state-supported unified church. With the Letter on Toleration (1685/1686), Locke intervened in the contemporary confessional conflicts in England from his exile in Amsterdam.
