Sexual offenses primarily represent a violation of norms and are not primarily a symptom of a mental disorder. Sexual offenders do not form a uniform group of delinquents; rather, they are a distinctly heterogeneous group of offenders regarding the presence of a relevant mental disorder or a predisposition to deviant sexual behavior. This heterogeneity requires (forensic) psychiatrists and psychologists, both as experts and as therapists, to have specialized knowledge that is rarely addressed in general psychiatry outside the field of sexual medicine. Forensic psychiatry is significantly concerned with the assessment of criminal responsibility and risk profiles, as well as the treatment of sexual offenders.
