The transformation process of the Bundeswehr has consequences not only for the institution itself but also for its primary oversight body, the German Bundestag. This study illustrates how and why the parliamentary assistance body, the Parliamentary Commissioner for the Armed Forces, lost its comprehensive oversight function during the course of security policy changes. The reasons are varied and point beyond the office of the Parliamentary Commissioner to fundamental issues of parliamentary oversight: operational blindness due to a focus on detail, military naivety or affinity, helplessness in the face of a strengthening executive, and a lack of security policy controversies due to an existing cross-party consensus. This publication differs from existing, mostly historical studies by focusing on current developments. Furthermore, it stands out from official publications of the office itself by offering a critical perspective on the disparity between office norms and reality. The study thus provides valuable insights for all those who remain interested in anchoring the Bundeswehr in civil society.
