European integration is shaking the traditional view of the separation of powers. With the transfer of sovereign rights to the EU, parliaments are losing competencies, while the governments of member states are gaining influence. The crisis in the Eurozone exacerbates this trend through new forms of intergovernmental cooperation. A counter-movement, driven by the Federal Constitutional Court, is expanding the participation rights of parliament. Based on the principle of democracy, the Bundestag is to be authorized and obligated to assume its responsibility for the progress and adherence to the limits of integration. This also includes exercising its overall responsibility for budgetary policy.
