The study presented below addresses a specific aspect of the question of whether and how the principles established in the State Broadcasting Act of North Rhine-Westphalia (LRG NW) for the design of private television full programs are actually adhered to by the program providers. The reporting of the programs from RTL, SAT 1, and PRO 7 (excluding TELE 51) is examined in terms of the extent and manner in which controversial topics of general significance are addressed. Specifically, this inquiry pertains to the compliance with § 12 Abs. 3 Satz 3 LRG NW, which requires that each full program allocate appropriate time in its reporting for the discussion of controversial topics of general importance. This question is linked to a broader issue that the study addresses and discusses.
