Throughout the centuries, the law has been that the natural elements of life prevail over everything that times and individuals have artificially created. In the state, these fundamental elements rest in the geographical location that defines certain given boundaries, in the natural strength of the land, in the national and tribal characteristics of its inhabitants, as well as in the traditions of faith, law, and custom. History shows how such natural elements prompted various movements, attracted related materials, transformed foreign ones, and thereby influenced the lives of nations and states. The Austrian state, no matter how diverse the components of nationality and historical development may be, is based on natural and necessary foundations that exist in its external formation as well as in its internal power and state structure.
