Universities are facing further comprehensive structural reforms following the introduction of bachelor's and master's degrees. The focus is on creating greater permeability between vocational education and higher education within a system of lifelong learning. This realignment requires an expansion of existing counseling systems, the recognition of competencies acquired outside of higher education towards degree programs, the development of special programs for working professionals, and the consistent implementation of modular structures, as well as the integration of offerings from adult education and training into higher education. This volume addresses these topics and discusses reform measures that were tested as part of the funding program "Open University Lower Saxony.".
