Abstract: Despite economic and social progress, child neglect is on the rise in Germany. The public reacts with concern to news reports of neglected children, especially those resulting in death. Questions arise as to why parents inflict this on their children, why no one has prevented it, and who is responsible. Parental overwhelm is often cited as a cause for such neglect cases. Older generations, in particular, wonder what has made parenting more difficult, as children had to be raised under very different conditions in the past.
