Organizational formation requires a recognition rule that allows for determining which actions and under what aspects they should be considered decisions of the organization. This recognition rule is primarily a membership rule. It defines who is regarded as a member of the system and in which roles this membership can be exercised. Through personnel selection and role definition, the organization is delineated and differentiated from the surrounding social environment.
