Based on the zone maps modified by the standard generations, a methodology is developed for identifying seismically affected areas and critical buildings. By evaluating current data from the statistical state offices and using Geographic Information Systems (GIS), several levels of impact can be defined, along with priority target areas for reinforcement needs. Systematic work will address the requirements for reinforced concrete structures in low seismic areas, in the context of the introduction of harmonized European construction standards. Reinforced concrete model frameworks will be recalculated based on the current load requirements for German earthquake zones. The objective of this work is to develop and apply a hybrid, instrumental-analytical approach to describe the vulnerability of multi-story buildings and to provide criteria for reinforcement needs derived from scenarios. The concept requires the development of a typology of structures that distinguishes between story classes and the presence of design features that increase vulnerability in reinforced concrete structures. The proposed hybrid approach allows for the identification of load-dependent damage patterns and failure modes that have a direct correlation to necessary reinforcement measures or cost-effective strengthening. With regard to the methodology, a distinction is made between multi-story existing buildings and buildings of special significance (schools).
