A stalker known as The Night Hawk is terrorizing the residents of the rather quiet small town of Paradise. At first, he is content to simply observe the women. However, over time, he loses control and becomes increasingly reckless. When he finally forces a woman to undress in front of him at gunpoint, Police Chief Jesse Stone knows that the stalker will cross further lines. Stone must stop the ticking time bomb before the situation escalates and sets a risky trap for him.
