The personal budget (PB) represents an important step towards strengthening the right to self-determination by creating tailored and individualized service contexts for people with disabilities. However, despite the legal entitlement since 2008, the PB has been progressing alarmingly slowly. Although evaluations and studies have primarily highlighted the advantages and achievements of the PB, significant structural flaws in disability assistance continue to be perpetuated within the PB. During the implementation of the PB instrument, critical weaknesses and errors become apparent. The obstacles to initiating, approving, and supporting a PB are discussed alongside the hoped-for goals, opportunities, and success reports. The personal budget exemplifies a shift in the welfare state towards individual responsibility of citizens, without adequately considering the most vulnerable.
