The topic of personnel development has long been a concept in the business world, although it is still not practiced everywhere. The number of publications and concepts makes it clear that personnel development can take place in various ways. The central idea is to promote and challenge employees in order to ensure the development of the organization and the achievement of its goals. In the present study, the focus shifts away from the business sector and is directed towards an organization that is just at the beginning of personnel development: the university. This is a traditional institution that represents an important place for learning and change. It serves as a model in a way. However, is an organization of learning automatically also a learning organization that is willing to change itself?.
