Reporting obligations have now become a common means of information for the Bundestag and the state parliaments. In particular, the federal government is required to submit reports by law or by simple parliamentary resolution. However, other bodies, such as the Parliamentary Commissioner for the Armed Forces or the Federal Court of Auditors, also have reporting obligations to fulfill. In practice, it can be observed that reporting laws and resolutions are often identical in content and function. Nevertheless, both forms of action exhibit significant legal differences regarding procedures, binding nature, and limitations, which will be examined here.
